Followers who can't be managed by frameworks are normally on their own framework which allows them to join you even if you already have a follower. They do not touch the vanilla follower system. NFF will not try to manage Inigo (same goes for Lucien). Blocking is done by means of using SPID to distribute the 'NFF Ignore Token' into the respective followers inventory, basically stopping the player from importing it into the NFF framework (at least not without explicitly cleaning the follower inventory first).

I finally got it working. I think it there must be a bug with the custom follower mod. What I did was turn sandbox mode off and exited the menu, went back in and turned it back on, exited the menu again and asked the follower to leave, and then invited the follower back into the party. Everything seems to be working fine now.
